The semi balanced rudder is suitable for large ships. Its lower part is balanced rudder and the upper part is unbalanced rudder. Its balance ratio is between balanced and unbalanced rudder, that is, below 0.2. It is suitable for as well as large ships and ships with complex stern post shapes. It can reduce the steering torque. They balance the rudder at any angle.

In the semi-balanced rudder, the top part of the gunwale is unbalanced while the remaining part of the gunwale is balanced. This is because, while the unbalanced part will extend the correct structural support, the balanced part will allow the least torque to move the rudder. Therefore, the semi-balanced rudder automatically returns to the centerline when the steering system fails when the ship changes direction. Most ships today are equipped with this kind of rudder.

The height of the rudder blade is generally below the bottom level, and slightly above the full water line. The semi-balanced rudder has a part of the rudder blade in front of the rudder column, which can play a certain balance effect on the water pressure, so that the rudder is more labour-saving. However, the rudder blade cannot be lifted because the rudder blade in front of the rudder post is close to the rear fender.
